Governance and structure

RAIFF is a foundation under the laws of the Abu Dhabi Global Market. Microsoft, G42 and MBZUAI serve as its Guardians. ⁠Through a six-member Foundation Council, the Guardians oversee the operations and executive leadership of RAIFF, including providing strategic direction on its activities and ensuring compliance with its founding documents.

Baroness Joanna Shields OBE

Executive Chair

Joanna is a champion of online safety and ethical AI development with four decades of tech-sector leadership experience.

Baroness Joanna Shields OBE is Executive Chair of RAIFF and CEO of Precognition. With four decades of tech-sector leadership experience, she has served on the executive teams of Facebook, Google, AOL, and RealNetworks, and led Bebo, Veon, and BenevolentAI as CEO.

A global champion of online safety and ethical AI development, she founded WeProtect.org and co-chaired the Global Partnership on AI (OECD). Shields was the UK’s first Minister for Internet Safety & Security, Ambassador for Digital Industries, and Digital Economy Adviser to the Prime Minister.

A life peer in the House of Lords, she advises governments and companies on AI solutions that prioritise safety, human agency, and empowerment, and has served on the World Economic Forum’s Global Future Council on AI and the Transatlantic Commission on Election Integrity.

Mark Latonero

Chief Global Affairs Officer

Mark leads RAIFF’s global strategy, coordination and impact to advance AI responsibly worldwide.

Mark leads RAIFF’s global strategy, coordination and impact to advance AI responsibly worldwide.

Previously, Mark served at the White House as Deputy Director of the National AI Initiative, leading international AI policy and interagency coordination. At the US Department of Commerce’s Center for AI Standards and Innovation and AI Safety Institute, he launched diplomatic initiatives and led evaluations of AI systems critical to global security.

Earlier, he co-developed the AI Risk Management Framework at NIST, human rights due diligence guidance at the UN, and AI governance strategy at the Partnership on AI.

Mark holds a Ph.D. from the University of Southern California and was a postdoctoral scholar at the London School of Economics.

Laura Taddei

Chief of Staff and Head of Communications

Laura works with founding partners and multilateral institutions to translate RAIFF’s global mission into impact.

Laura works with founding partners and multilateral institutions to translate RAIFF’s global mission into impact. She blends strategic insight, operational discipline and communications expertise to help foster AI development that upholds human dignity and strengthens societies.

Laura also serves as Chief of Staff and Director of Strategy and Communications at Precognition, an AI strategy and advisory firm.

Previously, she was Chief of Staff at BenevolentAI, where she supported the company through multiple CEO transitions, its public listing, and the development of ESG and AI governance strategies. She holds a Master’s in Law from the University of Florence, and began her career in law and policy.

Ben Shields

Ben leads RAIFF’s engagement with governments, international organisations and technology partners.

Ben leads RAIFF’s engagement with governments, international organisations and technology partners. He contributes a rare blend of public-sector insight, startup experience and executional focus to RAIFF’s mission to ensure AI develops in ways that strengthen society and empower human potential.

Ben began his career in politics and policy, working on campaigns and research teams before earning a Master’s in Public Affairs from Brown University.

He later founded Know-Me AI, a platform enabling real-time video conversations with AI personas. The company partnered with AWS and created immersive experiences for museums and cultural institutions; its core technology was ultimately acquired by a major Abu Dhabi media group to power a next-generation AI news product.

Laura Haaber Ihle

Vice President of Ethics and Governance

Laura leads initiatives to promote the safe and responsible development of AI for RAIFF.

Laura leads initiatives to promote the safe and responsible development of AI for RAIFF. With deep expertise spanning AI ethics, trust and safety and policy development, Laura’s work bridges theoretical insight and practical implementation.

She drives RAIFF’s global research partnerships and ensures that all its initiatives are guided by its pledge to further responsible AI development.

Before joining, Laura served as a research scientist and AI ethicist at Northeastern University’s Institute for Experiential AI and as an associate researcher in the Department of Philosophy at Harvard University.

Laura holds a doctorate in philosophy, economics and political science, and has worked with a large number of international partners. Her widely published research on the epistemic and ethical dimensions of emerging technologies across various domains focuses on building strong, trustworthy, and knowledge-enriching environments in the digital age.
